The command that writes it.

Why the census was last accepted, in the words of whoever accepted it.

§changes: Vec<String>

What changed then, one line each.

§summaries: Vec<Summary>

What each group added up to: Census::summaries, written out for a reader, and never read back: Accepted::refreshed computes them again.
