Eq. 18’s flutter speed over the airspeed there, V_f / V = √(q_f / q), the flight’s least. Below 1 the fin flies faster than eq. 18’s flutter speed. No fixed value is a safe line: Martin’s band (FIGURE_3_BAND) puts V_f at 1.8 to 2.0 times the speed of sound, so at Mach M the band is at a ratio of 1.8/M to 2.0/M, and below it above 2.0/M. Judge a fin by FlutterPanel::figure_3_ratio.
