Unpacks bytes, decompressing at most budget bytes out of the archive.
unpack is this with MAX_UNPACKED_BYTES. An entry that would pass the budget is left out
with a WarningKind::Skipped warning; if that entry was the design, the read fails with
OrkError::NoDesign rather than returning half a file.
