Reads an RRC3’s mDACS CSV export from its text.
§Errors
LogError::NotThisFormat if the first line that isn’t blank isn’t an mDACS export’s header;
LogError::Unit for a bracketed unit the reader doesn’t know, or a unit the pressure or the
altitude contradicts (module docs); LogError::Syntax for a row of the wrong width, a cell
that isn’t a number or an event, or a time that doesn’t increase, naming the line;
LogError::NoData if no row has a time.
